Abstract

This article presents the problems created by the Spanish territorial development, its causes and possible lines of solution in terms of spatial planning, urban development and environmental sustainability policies, assessing that these disciplines are useful policy tools for civic coexistence, adequacy of the development model to the needs of a society in global change, or for improving land productivity and competitiveness at a crisis in which the solution requires major structural changes. It considers the key issues, predictable trends, the main causes to explain both the problems and trends, the conditions and possibilities for intervention, and concludes with a proposal for structural modifications and regulations that will enable progress towards ensuring welfare of citizens and environmental sustainability of the development model.
