We've spent two or three decades diagnosing this crisis of Planning, where the doble crisis of Social State and Modernist Culture emerges. However, during this period, the formal (or legal) system of Planning, based on the hegemony of the Master Plans hasn't been subjected, on the majority of European Countrues, to very significative changes.
