After modifying its urban planning legislation, Castilla y León has approved an Urban Regeneration Strategy -an instrument to facilitate decision making-.
The paper analyse Spanish and regional context for urban regeneration delving into three aspects: degree of integration achieved in the urban planning system, capacity to direct and to balance the transformations of the existing city, and possibilities of promoting inclusive interventions. The Strategy looks for measuring the needs and the potential for transformation of projected interventions, but there are also some weaknesses and unknowns that hover over its still early application.
