Entre mediados de los años ochenta y principios de los noventa, en el escenario europeo se produjeron una serie de cambios trascendentales. Tras la aprobación del Acta Única en 1986, en 1992 se firmó el Tratado de Maastricht que, dando lugar al nacimiento de la Unión Europea (UE), supuso un salto cualitativo fundamental para el proceso de integración continental surgido después de la Segunda Guerra Mundial. Al mismo tiempo, las políticas promovidas por el líder soviético Mijaíl Gorbachov llevaron al final de la Guerra Fría y al colapso de los regímenes del llamado “socialismo real”, lo que alumbró la esperanza de que el Este y el Oeste de Europa, separados por el Telón de Acero durante más de cuatro décadas, pudieran finalmente volver a encontrarse.
