Abstract

In this article, after a brief analysis of existing theories for the management and distribution of shared water resources, we undertake a study on the emergence and normative content of the concept and theory of the "community of interests". Thus, we trace its evolution from when the concept was proposed by the Permanent Court of International Justice until it was specified by the ICJ and other international judicial bodies, as they have played a crucial role in its definition and contextualization. Subsequently, we unravel the normative content of the concept, paying special attention to its impact on the establishment and content of European Union Law for the management of water resources.
