The construction of the National Education System fell, on the economic and infrastructure level, on municipal management. The City Council of Palencia, despite economic difficulties and political ups and downs, faced this challenge as a priority, providing the city with infrastructure, personnel and resources between 1808 and 1936. Although the moment of greatest boom was the last quarter of the nineteenth century For this reason, efforts were spared throughout the period, to turn Palencia into a city with higher than average literacy levels, and with educational facilities, in part, of high constructive and pedagogical quality.
