Biscay was belatedly incorporated into the custom of showing the progress of its industry and its arts through the organization of exhibitions. The management of the first Provincial Exhibition and the consequences of its celebration reflected the special political and artistic situation that the province lived. After the abolition of its own laws in 1876, Biscay began a new stage of profound political, economic and social changes, where part of the political discourse saw culture as a means of defining Basque identity.
