Ecuadorian agriculture amidst the pandemic. Effects of public policy on the peasant farmer

The COVID-19 pandemic caused the total lock-down of Ecuador in March of 2020. This lock-down involved the reduction of the productive and commercial flow of agricultural produce. This study focuses on the reflexive analysis of the influence of public policies on the agricultural sector and how a critical socioeconomic situation such as that generated by the pandemic can reveal and exacerbate the State's failure to accomplish food sovereignty. This study carried out a review of the policies implemented to deal with COVID-19 in Ecuador and its impact on peasant production. The results show that the producer was unable to market their products and the consumer to acquire them. It is concluded that today, more than ever, the importance of peasant farmers stands out before the State; the former was the most affected by restrictions on human mobility nationwide during the state of emergency. These conditions show state policies biased to the benefit of the agricultural exporters and the food industry, putting peasant agriculture in a fragile situation during the health emergency situations when the priority is to feed the national population and strengthen the rural sector that supplies it.
