This work analyses the naming of Pedro de Salazar, the commander of the fortress in Mexico City, as the Procurator General of New Spain. He was appointed in September of 1526, a few months after the return of Cortés from las Hibueras, during the governance of Marcos de Aguilar. The procurators of the town councils gave him instructions concerning the affairs that should be dealt with at court. These included the situation of Hernando Cortés and that of New Spain, as well as the mercedes to be solicited.
