Francisco Romá y Rosell was one of the most prominent Spanish mercantilists of the second half of the 18th century, author of Las señales de la felicidad de España, y medios de hacerlas eficaces, and defender of the union system. He was a magistrate during the reign of Carlos III, whose career began in the Chancery of Valladolid in 1769 with the support of the Count of Aranda, and which culminated as Regent of the Audiencia of Mexico from 1776 until his death in 1784.
