In 1977 relations were established between the SED, the communist party in power in the GDR, and the PSOE, a social democratic party, which was in opposition at the time and was to govern Spain from 1982. The GDR's need to strengthen its contacts with the West and the PSOE's interest in giving Spain a foreign policy that looked towards Eastern Europe served to set up an informal diplomatic channel in inter-party relations to support understanding between the two states.
