This article discusses the evolution and meanings of the institutional intervention developed by socialism in the local framework of the city of Bilbao between 1891 and 1909. Throughout those years, the municipal action of this political force would be guided by two differentiated phases that are explored in this work. In the first place, the period that had to do with intensive learning of the dynamics inherent in French municipal socialism. And, secondly, the era related to the final assumption of an interventionist perception correlated with the integrity of the urban agglomeration.
